President Bola Tinubu has asked the House of Representatives to approve a ₦100.5 billion promissory note programme to reimburse the Yobe State Government for the takeover of Muhammadu Buhari International Airport in Damaturu.
The request was conveyed in a letter read by Speaker Tajudeen Abbas during plenary on Tuesday, as lawmakers resumed legislative activities after their annual recess.
According to the President, the Federal Executive Council approved the airport’s takeover at a meeting on May 23, 2023. The Bureau of Public Procurement subsequently reviewed the project and recommended ₦100,509,017,255 as the amount payable to the state.
The proposed promissory note would be issued through the Debt Management Office, formalising the Federal Government’s financial obligation to Yobe State. However, the arrangement still requires approval from the National Assembly.
Tinubu also transmitted three proposed bills to the House, including the National Research Development Fund Bill, the Geneva Conventions and Additional Protocols Bill, 2026, and the Rome Statute of the International Criminal Court Enforcement Bill, 2026.
The two international-law bills seek to strengthen Nigeria’s domestic legal framework for protecting people affected by armed conflicts and addressing serious international crimes, including war crimes, genocide and crimes against humanity.
Speaker Abbas described the proposals as important legislative priorities, signalling the House’s intention to consider them as part of its remaining legislative business.
